Historical Context

The Cártel del Noreste emerged during the mid-2010s from the Treviño-family faction of Los Zetas following the fragmentation of the original organization. Los Zetas had developed a highly militarized internal culture rooted partly in the backgrounds of its early members, many of whom had previously served in the Mexican armed forces. CDN inherited elements of this structure, including armed tactical groups, geographically designated operational cells, and the use of distinctive identifiers on uniforms and equipment.

CDN became particularly associated with Nuevo Laredo, Tamaulipas, a strategically important border city directly opposite Laredo, Texas. Control of this corridor has long been important because of the movement of narcotics, weapons, money, and people between northeastern Mexico and the United States.

The designation “Operativa Texas” began appearing publicly by at least 2023 and appears to identify a Texas-facing operational element within the broader CDN structure. Its precise founding date, command hierarchy, and formal responsibilities have not been publicly established. However, the name is independently supported by physical evidence. In January 2024, Mexican military and National Guard personnel operating in Güémez, Tamaulipas, recovered fourteen tactical vests, most reportedly marked “CDN OPERATIVA TEXAS,” along with firearms, ammunition, armored vehicles, and other equipment.

Additional photographs later circulated showing armed individuals wearing the same “C.D.N. OPERATIVA TEXAS” identifiers on tactical gear. Together, these sources establish the insignia as a documented field-used marking associated with CDN operations rather than an unofficial reproduction created after the fact.
