Historical Context
The Cártel del Golfo is one of Mexico’s longest-established organized crime groups and has undergone extensive fragmentation into competing regional factions. In the Matamoros area of Tamaulipas, the Ciclones and Escorpiones became closely associated armed factions within the broader Gulf Cartel structure.
José Alberto García Vilano, known as La Kena, Ciclón 19 and Jefe 19, emerged as a prominent leader within this Matamoros-based structure. The number 19, represented on the insignia as the Roman numeral XIX, became an identifying reference to his leadership.
The phrase “Fuerzas Especiales del Jefe XIX” became publicly documented in 2023 when photographs from multiple security operations in Tamaulipas showed the wording displayed on tactical equipment associated with members of Grupo Escorpión. Some examples included the additional identification “Cártel del Golfo,” establishing the insignia’s connection to the organization and to personnel operating under the Jefe 19 designation.
García Vilano was arrested by Mexican authorities in January 2024 and was subsequently transferred to United States custody in February 2025 to face federal narcotics-trafficking and money-laundering charges.
