Historical Context
“Fuerzas Especiales Mencho” translates to “Mencho’s Special Forces,” a self-styled designation appearing in insignia associated with the Cártel de Jalisco Nueva Generación. The drone motif reflects the use of unmanned aircraft imagery within contemporary cartel insignia.
The R3 identifier has been associated in reporting with Juan Carlos Valencia González, also known as El 03 or El Pelón, the stepson of Nemesio Oseguera Cervantes, alias El Mencho. El Mencho died on February 22, 2026. In August 2026, the U.S. Department of Justice stated that court filings identified Valencia González as having assumed CJNG’s leadership following his stepfather’s death.
