Historical Context
Grupo Élite is a name used for an armed enforcement structure within CJNG, a criminal organization that expanded from western Mexico into a wider trafficking and territorial-control network. The wording “Fuerzas Especiales” translates to “Special Forces,” reflecting the military-style terminology used in the organization’s insignia and public imagery.
The group attracted international attention in July 2020 when videos showed uniformed gunmen, armored vehicles, and coordinated displays of weapons under the Grupo Élite identity. These recordings formed part of the cartel’s public projection of force and illustrated the use of matching uniforms, insignia, and vehicles to communicate organizational identity.
The RR identifier is associated with Ricardo Ruiz Velasco, commonly known as El Doble R. In June 2025, the U.S. Treasury identified him as a senior CJNG lieutenant affiliated with a special forces unit and involved in the cartel’s public communications and propaganda. In August 2026, U.S. prosecutors announced charges against him and alleged that he held a Grupo Élite leadership role involving regional operations and enforcement.
The rooster imagery references the fighting-rooster symbolism associated with CJNG founder Nemesio Oseguera Cervantes, known as El Mencho. He died on February 22, 2026, following a Mexican military operation. This design documents insignia developed during his leadership, combining references to the cartel, its armed structure, and the RR identifier.
