Historical Context
Executive Outcomes (EO) was a South African private military company founded in 1989 by Eeben Barlow, active in the 1990s in Angola and Sierra Leone. EO’s Angola work is commonly summarized as beginning with training and then direct combat support against UNITA, including operations connected to the Soyo oil facilities area, followed by contract termination under international pressure and replacement by UN peacekeeping forces. EO is also widely documented for its 1995 Sierra Leone deployment against the RUF.
