Historical Context
Following the formation of the USSR in December 1922, early constitutional documents described the national flag as a red field bearing the state coat of arms. This description was formally adopted on July 6, 1923, and is believed to have been used ceremonially, including at the opening of the Nizhny Novgorod Fair on July 1, 1923.
The design was never widely manufactured or standardized. By November 1923, the Central Executive Committee revised the flag description, replacing it with the hammer-and-sickle and star design that became the official Soviet flag until 1991. As a result, this coat-of-arms flag remains a rare and short-lived design known primarily through archival references and later reconstructions.
